Although late British writer H.G. Wells is largely known for his novels like The Time Machine and The Island of Doctor Moreau, it turns out the so-called “father of science fiction” had lots of ideas for how a literal New World Order could be implemented in real life. In this “Open Conspiracy” essay, commissioned by the notorious Committee of 300 (a powerful group of elites founded by the British aristocracy in 1727 that “rules the world”), Wells outlines a terrifying “utopia”: one in which digital payment systems track everyone’s transactions all the time, national borders are nonexistent, private citizens aren’t allowed to practice their own religion or own arms, and a cabal of ruling elites dwindles down the population to a mere one billion people in order to make the masses easily manageable.
Although you probably know the late British writer Herbert George Wells—better known as H.G. Wells—because of his classic novels—including The Time Machine, The Island of Doctor Moreau, and The War of the Worlds—the so-called “father of science fiction” wrote a great deal of non-fiction; much of it focused on utopias the futurist foresaw, along with all of their possible pitfalls. Wells—who literally wrote a book called The New World Order in 1940—went as far as to write a short book dubbed The Open Conspiracy: The Blue Prints for a World Revolution, which outlined “an open conspiracy” to shape the future of the world by controlling the size of the human population, as well as establishing a singular “concrete body” with “collective control” over the planet.
While The Open Conspiracy itself provides guidance for participant conspirators regarding the establishment of a singular world religion, “collective” property rights (as opposed to individuals’ property rights), population-control mechanisms, breaking down of national identities, as well as numerous other strategies “conspiracy theorists” often associate with the New World Order (NWO) agenda, it’s Wells’ proposition for the future commissioned by the Committee of 300—a powerful group of elites founded by the British aristocracy in 1727 that “rules the world”—that is especially prescient. And deeply haunting.
Provided in full in Dr. John Coleman’s 1992 book dubbed Conspirator’s Hierarchy: The Committee of 300, Wells’ proposition—“THE OPEN CONSPIRACY—PLANS FOR A WORLD REVOLUTION”—offers a summary of how “a conscious organization of intelligent, and in some cases wealthy men” could, and should, take complete control over the world’s peoples. Using fantastically brutal and authoritarian schemes and measures that, sadly, are becoming all too familiar in this decade.
Immediately above and below are excerpts from Wells’ commissioned work, which Coleman has italicized. The sci-fi author’s vision of the future opens with the following paragraph:
“The Open Conspiracy will appear first, I believe as a conscious organization of
intelligent, and in some cases wealthy men, as a movement having distinct social and
political aims, confessedly ignoring most of the existing apparatus of political control, or
using it only as an incidental implement in the stages, a mere movement of a number of
people in a certain direction, who will presently discover, with a sort of a surprise, the
common object toward which they are all moving. In all sorts of ways, they will be
influencing and controlling the ostensible government.”
Wells’ world governing body—which he names as the Committee of 300—would “confessedly [ignore] most of the existing apparatus of political control,” and, in turn, establish “A One World Government and one-unit monetary system under permanent non-elected hereditary oligarchists who self select from among their numbers in the form of a feudal system as it was in the Middle Ages.” (Note that the term “One World Government” is synonymous with the New World Order, and the two are often used interchangeably.)
Wells goes on to say that “In this One World entity, population will be limited by restrictions on the number of children per family, diseases, wars, famines, until 1 billion people who are useful to the ruling class, in areas which will be strictly and clearly defined, remain as the total world population.”
In Wells’ nightmarish utopia, he says there will be no middle class; “only rulers and servants.” The entire political, monetary, and legal system will also be uniform the world over—allowing the cabal of unelected oligarchs to rule over its one billion peons unchecked and unchallenged.
The diminished population of approximately one billion people will be fully reliant on the government for sustenance and the other necessary resources to remain alive as slaves to the elites.
“The [NWO] system will be on the basis of a welfare state,” Wells says. “[T]hose who are obedient and subservient to the One World Government will be rewarded with the means to live; those who are rebellious will simply be starved to death or be declared outlaws, thus a target for anyone who wishes to kill them.” To help achieve this end, Wells adds that “Privately owned firearms or weapons of any kind will be prohibited.”
Wells goes on to say that in this future world controlled by the Committee of 300, there will be no individual freedom, nor even any extant concept of liberty. Likewise, national pride and racial identity will be “stamped out” and “the severest penalties” will be brought against anyone who even so much as mentions their racial origins.
The singular world religion that will be allowable by the ruling elites, incredibly (or perhaps not, considering the horrid nature of this reality), will be based upon “Satanism, Luciferianism and Witchcraft,” with no options left for any kind of private churches or religious schooling. Christianity specifically, Wells notes, “will be a thing of the past… .”
The vision of the future goes on to outline how the New World Order will obliterate the rest of every individual’s personal life; subverted and usurped by the machinations and mandates of the elites. Like religion, marriage and family life will be outlawed. Children will be removed from their parents at an early age and “brought up by wards as state property.” Conversely, “Free sex shall be mandatory” and women will continuously be degraded through consecutive so-called “liberation movements.”
Further diminishing familial ties, and strengthening the bonds of soulless debauchery, Wells says that pornography will be compulsory showing, including homosexual and lesbian pornography. Recreational drugs—undefined, but presumably including marijuana, LSD, mushrooms, ecstasy, etc.—will likewise be compulsory; with a specific focus on “mind control drugs [that] shall be given in food and/or water supplies without the knowledge and/or consent of the people.”
“In this manner,” Wells says, “the non-elite masses will be reduced to the level and behavior of controlled animals with no will of their own and easily regimented and controlled.”
The world’s economic systems and energy systems will also be destroyed and rebuilt in a manner that benefits the Committee elites, and disadvantages the masses. The non-elites, kept in “mass slave labor camps,” will forfeit all of their money in order to bolster the unmatchable wealth of the ruling cabal. Industry, specifically including nuclear powered energy systems, will also be annihilated, and agriculture will be managed “solely in the hands of the Committee of 300 with food production strictly controlled.”
Driving down and keeping the world population at a mere one billion people will be achieved in Wells’ utopia with compulsory euthanasia for the terminally ill and aged. The masses of “useless eaters”—a term used by Nazi Germany along with Wells—will be culled by at least four billion by the year 2050; using means such as “limited wars, organized epidemics of fatal rapid-acting diseases and starvation.” Out of the “manageable” one billion people, 500 million will consist of Chinese and Japanese peoples, as “they are people who have been regimented for centuries and who are accustomed to obeying authority without question.”
Keeping in line with the destruction of sovereign countries, Wells writes that “industries of any kind allowed to remain shall be under the direction of NATO’s Club of Rome as shall all scientific and space exploration development, limited to the elite under the control of the Committee of 300.” (The Club of Rome is a global think tank that deals with a variety of international political issues. Coleman identifies it as a “subversive body” of the Committee of 300, which does the bidding of the elites.)
On top of the destruction of industries, Wells notes that America specifically will be destroyed as a sovereign nation by flooding it with “peoples of alien cultures who will eventually overwhelm White America [including] people with no concept of what the United States Constitution stands for and who will, in consequence, do nothing to defend it… .” Wells adds that these invaders will have no real concept of liberty and justice, and will be too focused on basic life necessities to fight for those social norms anyway.
Further laying out how the financial structure of the NWO will annihilate the liberty of the masses, Wells says that no central bank except for the Bank of International Settlements and the World Bank will be allowed to exist. (For those unfamiliar, both the Bank of International Settlements and the World Bank are real institutions, and wield enormous influence over sovereign nations due to their ability to provide loans, manage banks, etc.) Wells adds that “There shall be no cash or coinage in the hands of the non-elite” and that “All transactions shall be carried out by means of a debit card which shall bear the identification number of the holder.” Violators of the Committee’s rules will have their spending power suspended.
Capping things off, Wells says those ostracized by the Committee will not only have their spending power depleted to nothing, but they will also be listed as official criminals. Thusly, “Large bands of outlaws will… be created and they will live in regions that best afford subsistence, subject to being hunted down and shot on sight.” Likewise, those assisting outlaws will be shot on sight. (Family members of outlaws who resist to surrender will also be killed.)
Ensuring that the masses don’t even think about banding together to take on the elites prior to their total world domination, Wells says that “Rival factions and groups such as Arabs and Jews and African tribes shall have differences magnified and allowed the wage wars of extermination against each other under the eyes of NATO and U.N. observers.” The sci-fi author adds that “All information services and print media shall be under the control of the One World Government” and “Regular brainwashing control measures shall be passed off as ‘entertainment’ in the manner in which it was practiced and became a fine art in the United States.”
Of course, while Wells’ NWO doesn’t exactly align with the one unfolding now, it’s interesting to note that “conspiracy theorists”—including internet-famous based Canadian gym bro Chris Sky—have been bang-on correct regarding the general agenda that is now (arguably, but c’mon), being rolled out across the globe.
Regarding the transition away from cash and other tangible, non-digital currencies and toward a so-called “cashless society,” for example, central bank digital currencies (CBDCs) are now on the menu for central banks in Europe, Russia, and even Vanuatu. In the U.S., engineers at MIT are already working on a CBDC system in collaboration with the Federal Reserve Bank of Boston. And Google searches for the phrase “cashless society,” of course, populate countless mainstream outlets discussing the pros and cons of the societal change.
Increasingly diminished national boundaries, likewise, appear to be a widespread and persistent phenomenon in countries across the West. In the U.K., for example, there has been an influx of at least 180,000 Ukrainian refugees due to the conflict in their home country. And southern border crossings in the U.S. are on the order of hundreds of thousands per month. America’s southern border has become so porous, in fact, even Elon Musk has called out the mainstream media for not covering the issue (see more via the embed immediately below.)
Interestingly, Bill Gates is connected in one way or another to much of the institutions and campaigns that spearhead the kind of societal change that would be advantageous to Wells’ “utopian” ends. Gates is now the largest private farmland owner in America, which, if he were a part of it, or were working for it in some way, would benefit an elite cabal carrying out Well’s agenda of maintaining agriculture “solely in the hands” of those in power. Gates’ funding has also been tied to “vaccines” that sterilized women in Kenya, and his father was an early CEO of Planned Parenthood—then known as the American Birth Control League. More generally, there have, of course, been significant moves made toward executing on Wells’ open conspiracy, whether they be good or bad, conscious or subconscious, including: women’s liberation movements; many calls from the likes of Andrew Yang and Elon Musk for some form of universal basic income (UBI) from governments to their citizens; a truly staggering amount of pornography (including gay and lesbian sex) available to literally anyone with a smartphone and an internet connection; organized epidemics—of questionable severity; and a persistent campaign in the U.S., Canada, and elsewhere to separate citizens from their firearms. In Australia, the testing ground for the NWO according to many conspiracy theorists, the government has implemented especially strict gun control laws.
Fundamental to the conspiracy theorist’s take on the COVID-19 “vaccines” is also the idea of sterilizing the world population—or at least as much of the world population as possible. This, obviously, aligns with one of the biggest points in Wells’ open conspiracy—the diminishment of the world population down to one billion people in total. And, in late 2022, conspiracy theorists are more than reasonable to say they’d like to double down on that supposedly zany hypothesis, as peer-reviewed medical literature is already showing that the COVID injections do indeed degrade sperm motility and concentration, and cause mysterious disruptions to normal menstrual cycles. Not to mention, in all likelihood, an enormous amount of miscarriages.
It’s impossible to connect definitively what’s now happening in the world with what Wells described in his open conspiracy vision commissioned by the Committee of 300, but they seem overwhelmingly familiar. And his short, eponymous book is perhaps a bit less nightmarish, but still simmers with the same aims as what’s written by the sci-fi author above. The book discusses everything from “effective world control” to “the replacement of individual private ownership by more highly organized forms of collective ownership” to “the movement for a scientific study and control of population pressure…” and ultimately sounds only a bit less brutal than what’s outlined in his open conspiracy for the Committee provided above.

As for whether or not Wells actually wanted to bring his described (and prescribed) New World Order to fruition in reality, it seems like the answer is a resounding yes. Wells, for example, was apparently a proud eugenicist. In a 2003 journal article titled “H.G. Wells Eugenic Thinking of the 1930s and 1940s,” John S. Partington wrote that “Wells did not reject eugenics outright but considered it of possible use in improving the survival chances of the human species and preventing the occurrence of unwanted births.” Partington went on to note that “While Wells consistently rejected positive eugenics, claiming that the creation of an ideal type was antithetical to the principles of Darwinian evolution and arguing that competitive selection was a prerequisite for species advance, he felt that negative eugenics—the prevention of ‘congenital invalids’ and certain anti-social types from breeding and the employment of euthanasia against severely ‘diseased’ new-borns—did have a role in a scientifically-organized society.”
In The New World Order, a non-fiction book, Partington noted that “Wells developed a worldview which rejected class struggle and nationalism and embraced global co-operation for the maintenance of peace and the advancement of the human species in a world society.” Partington also said that Wells ultimately aimed for a “functional world government to a greater and greater extent.”
Amongst his other pithy quotes, H.G. Wells has said that, as time goes on, “Human history becomes more and more a race between education and catastrophe.” Indeed, it’s hard to argue with that. Certainly spreading the word of this “open conspiracy” to as many people as possible could help to avert even further implementation of its evidently inhumane and myopic goals, anyway.
