The term the organization uses is <strong><span style=\"color:#ff0000\" class=\"color\">&#8220;PHEIC&#8221;<\/span><\/strong>\u2014or <strong><span style=\"color:#ff0000\" class=\"color\">Public Health Emergency of International Concern<\/span><\/strong>\u2014and it is undeniably pronounced as <strong><mark style=\"background-color:#8ed1fc\" class=\"has-inline-color\"><span class=\"sigijh_hlt\"><span style=\"color:#ff2c2c\" class=\"color\">&#8220;fake.&#8221;<\/span><\/span><\/mark><\/strong> Something <strong><span style=\"color:#ff0000\" class=\"color\">David Heymann<\/span><\/strong>, a Professor of Infectious Disease Epidemiology at <strong><span style=\"color:#ff0b0b\" class=\"color\">the London School of Hygiene and Tropical Medicine<\/span><\/strong>, makes crystal clear in the <strong>video immediately below<\/strong>. <\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-4-3 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe title=\"What&#039;s the difference between Public Health Emergency of International Concern (PHEIC) and pandemic?\" width=\"1170\" height=\"878\" src=\"https:\/\/www.youtube.com\/embed\/GAfZlnbtioY?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><mark style=\"background-color:#8ed1fc\" class=\"has-inline-color\"><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">&#8220;A PHEIC [&#8216;fake&#8217;] is a Public Health Emergency of International Concern\u2014P, H, E, I, C,&#8221;<\/span><\/strong><\/span><\/mark> Heymann says in the video. He adds that <mark style=\"background-color:#8ed1fc\" class=\"has-inline-color\"><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">&#8220;a PHEIC [&#8216;fake&#8217;] is a decision made <\/span><\/strong><\/span><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">b<\/span><\/strong><\/span><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">y<\/span><\/strong><\/span><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\"> <\/span><\/strong><\/span><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">the [WHO] Director General on evidence he collects from many different sources about a current infectious disease outbreak\u2014whether or not it&#8217;s unexpected, and whether or not it&#8217;s spreading internationally and might require a global effort to stop.&#8221;<\/span><\/strong><\/span><\/mark> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Heymann notes in the video that the term arose after the <strong><span style=\"color:#ff0000\" class=\"color\">SARS outbreak<\/span><\/strong> in <strong><span style=\"color:#ff0000\" class=\"color\">2003<\/span><\/strong>. <mark style=\"background-color:#8ed1fc\" class=\"has-inline-color\"><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">&#8220;It&#8217;s a part of a long history of attempts to control the international spread of infectious diseases, which began with the International Health Regulations in 1969,&#8221;<\/span><\/strong><\/span><\/mark> Heymann says. <mark style=\"background-color:#8ed1fc\" class=\"has-inline-color\"><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">&#8220;Those regulations were a treaty, which required countries to report one of four diseases if it occurred in their country: yellow fever, cholera, plague, [&#8216;fake&#8217;] for COVID-19 was determined, there was epidemiological information that came in from China and other countries where outbreaks were occurring,&#8221;<\/span><\/strong><\/span><\/mark> Heymann adds. <mark style=\"background-color:#8ed1fc\" class=\"has-inline-color\"><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">&#8220;And there was information coming in from experts from around the world\u2014public health experts\u2014as what they might expect from this outbreak based on what was known about the SARS outbreak and the MERS coronavirus outbreak.&#8221;<\/span><\/strong><\/span><\/mark> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><mark style=\"background-color:#8ed1fc\" class=\"has-inline-color\"><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">&#8220;The implications for countries are that they must begin to share all data that they have about the outbreaks occurring in their own countries, and any information they may know about the outbreaks occurring elsewhere,&#8221;<\/span><\/strong><\/span><\/mark> Heymann says. <mark style=\"background-color:#8ed1fc\" class=\"has-inline-color\"><span class=\"sigijh_hlt\"><strong><span style=\"color:#ff0000\" class=\"color\">&#8220;And at the same time it calls for solidarity in helping the WHO develop a way of working that interferes minimally with travel and trade but gets maximum impact on containing outbreaks that are
